Terrorist activities take place in nearly every country in the world, including the US. With your rationale, you would be calling all of those countries - including the US - a terrorist nation.
Terrorism is an international problem, that requires an international solution.
The US's prime responsibility is to its people to prevent terrorism from happening on its own land. That should be the key role of the government.
