Access to Assigning etc. Profiles is controled ( and has been since the beginning of SAP time) with S_USER_PRO. It is not guaranteeded that the "display" possible entries is limited ( though I think it is in SU02) when they go to actually assign it they will get an error.

: In 4.6, if you have specified that a user cannot allocate certain profiles, when the user comes to allocate a profile, they will only see the ones they are permitted to allocate. Is there a way of enforcing this in 4.0?
