Allocation of profiles in 4.0 & 4.6 [high priority response required]

In 4.6, if you have specified that a user cannot allocate certain profiles, when the user comes to allocate a profile, they will only see the ones they are permitted to allocate. Is there a way of enforcing this in 4.0?
