The response from Grant should resolve your problem with SAP requiring a Storage Location. Verify the the DIEN Material you are using is setup as a Non-Stock item. You can also verify that the material item catagory is WVN and check configuration that the WVN Item Catagory "Item Relev.for.dlv" (Item Relavent for Delivery) is not selected. You can verify this in the IMG-->Sales and Distribution-->Sales-->Sales Documents-->Sales Document Item-->Define Item Catagories. Select Item Catagory WVN, then view the details by selecting the magnifying glass. In the Business Data section you will find the relavent for delivery field on the right side. Make sure it is unchecked.

Not sure if this will help or not. You know SAP has endless possiblities.

: You are right in what you said, the only thing is what we are trying to do is basically use the DIEN material when we need to use more than one line in the billing for example you would have 1 line with the Labour amount and the fixed price for the material (meaning that we don't want to show the detail of all materials that will be used for the job we just want a single line stating "Material for Job" so we can go and add pricing conditions for that line and bill the client.

: We use to be able to do this in previous versions(basically using the DIEN material has a patch to this quite unusual business practice but not uncommon) since the DIEN was setup without value it wasn't a problem but in the version we're on (4.6C) there are alot of links and triggers that don't allow us to do this.

: : You are right, there is no reason to enter a storage location for a service but there also is no reason to use a DIEN in a service order. DIEN's are mostly used for Service Contracts Order Type WV (TCODE VA41). If you want to charge a customer for service then either sell them a service contract and settle the Service Order to the Contract or if there is no contract then the charge for labor is tied to an activity type (material type DIEN) and when you confirm the Operations performed in a Service Order the labor charge will appear when you perform billing. Verify the process you are trying to perform.
