CATS transfer hours for resource-related billing

Can anyone out there in SAP land help me?
My company has upgraded from 31H to 46B. In 31H we were able to perform resource-related hourly billing from CATS. Ever since 46B we have been unable to get CATS to transfer hours to a SD document for billing. We continue to use transaction code VA90 in order to create a billable SD document. If anyone has any suggestions how to resolve this issue, please let me know.
