Copying reqts not executed when used in Notifications

When creating notifications, it seems that the copying reqts in VTAF are not being executed. I am creating a credit memo using a notification, all the reference partners from the reference doc (billing) are not copied to the credit memo request. But if I create a credit memo request not using a notification then all the partners are copied.
