dynamic modification skip status

hi,

I am able to control inspction lot samples through dynamic modification. But though the lot gets skip status based on the rule , still the materials are posted into inspection stock and lot is having status of skip.

Can I make system not to create an inspection lot at all when skip condition is reached. If yes , where could I miss it?
