Condition types in PO

Hi,
I have a few line items in PO and I want to have freight charges for all. I know I can do it at item level i.e. item by item and this I feel is rather tedious. Can I do it one shot at header level after all the freight charges are for all line items??? I tried but I could not find the freight charges condtion types at PO header. How can I inserted it??

I'm on 4.6B. ThanX for any feedback
