How to create a conversion rule

I am trying to send customers to our development system. However each customer is assigned a sales rep. The sales reps don’t exist on the development system. Therefore I would like to make one sales rep on DEV and change all sales rep assignments for customers to that number in the outbound IDOC.
I can’t find any helpful documentation.
Briefly what I want to do is:
On the sending system, in message type DEBMAS for segment E1KNVPM:
If field PARVW is C1 change the value of field KUNN2 to the constant mentioned above.
If PARVW is not C1, don’t convert field KUNN2.

I have gotten to BD62 where I created the conversion rule.
Next I assume is BD79. I select the rule just created and click “Maintain.”

There is a table as follows (I omitted a few unimportant columns):

Where do I go from here? I’m not sure how to get the If-Then logic into the rules. Do I double click the PARVW and make the rule for it or do I start with KUNN2?
