What status message accompanies the status 64 IDocs - i.e. via WE05, drill down on a particular STATUS 64 Idoc, when you have the particular idoc segments displayed, expand the top (64) STATUS SEGment and you will see message.
For example, if the ALE/IDocs config has not been set up correctly this can prevent Idoc processing...
