created a new bapi with z****...

create a new bapi name prefixed with 'z'.
when trying to change the status to release from implemented, its complaining saying
object type components have higher release level than object type

when trying to execute the bapi method, its complainig
"Object 'Z*** ' cannot be executed"

can any one help me decipher this info and make the method executable.
