MS Outlook and SAPMAPI

We use Outlook and SAPMAPI service to acces workflow items via ITS. The system works very well except that we have 400 users and Outlook maintains 2 permanent connections per user. To the R/3 system that amounts to 800 concurrent connections. We are sure Outlook is supposed to be connecting, checking SAPoffice and disconnecting but it does not. There is a slow connection option in outlook that works as we want it to but selecting the option is not persistent. That is, the option defaults to off whenever we start outlook. Any assistance would be greatly appreciated as our R/3 system uses approx 1G of extended memory just to service 800 concurrent idle outlook connections.
