Upgrading from 40B to 46C...

Hello, my client wants to upgrade from 40B to 46C. However, they are only up to Hot Package 20 in 40B. Do they need to get current on Hot Packs in 40B before they can start the upgrade to 46C?

I had heard that you do, but never could find documentation stating such.
