Please suggest to me how to make the following report by Report Writer:

Costs : xx Actual xx
xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
Internal Orders xx xx
-Cost Elements xx xx
-Materials xx xx
xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx

On internal orders we collect costs concerned with cost elements.
Each cost element is concerned with several materials.
The task is to organize such hierarchy in the report.
