Cost Center substitutions-URGENT!!!!

Hi,

I'm trying to create a substitution rule to default the cost center for sales. I'm created a rule that should default the cost center depending on the sales office. I have only defined 1 prerequisite, If sales office = constant, then cost center = constant.

However when I try to simulate, there are two prerequisites existing. one for the sales office, the other for a cost center. Is this a bug? how do i take out the second prerequisite?
