In one word: people!
Users because they have a tendency to cling so tenaciously to the 'old ways'.
Managers because they could perceive BPR as dilluting their power base.
A good, and indeed, a calculated communications strategy as part of your change management program is essential to curtail acts of 'user' and 'manager' resistance - which, even to this day, supercedes technical hitches as the primary reason why IT projects fail.
