This depends on your business process - I would say that the orginal sender of the work item should have to amend the release strategy and not the approving officer for the release -e.g.

1. Purchase order (PO) created
2. released by officer
3. realease by approving officer ($$$ on PO not equal to release strategy), failure - work item returned to officer who prepared PO with long text.
