BUS2005 Object - Can Only Change Once

We have a standard task configured to trigger based on a change to a production order. This should raise object type BUS2005, and it does, for the first change of the order. Subsequent attempts to change the order do not raise the BUS2005. Any ideas of where to troubleshoot?
