Is it a standard SAP template for both agent and substitute to address TO in Outlook

I would like to ask a question. Is it a standard SAP template for both agent and substitute to address TO in the OUTLOOK? When we run the program RSWUWFML to pick up all work items to send to Outlook, we realised that both agent and substitute appear at the TO. Can we do anything to change the agent to CC and substitute at TO? And another problem is they appeared double that is both agents and substitute's names appeared 4 times at the outlook.
