You said you had included table MARA in your change document set-up. In order for that to work, you have to ensure that each individual MARA field (well, at least the ones you wish to record changes against) are marked as being relevant for a change document.
The flag for this can be found at the data element level in SE11.

I believe what you are trying to do CANNOT work - the system simply will not generate a change document for a creation event.
Whatever your change document is supposed to trigger, you'd be better off building that into the creation event directly.
