Hi,
Sometimes OSS notes provide another way, the source code correction, instead of the application of a HP. Since SAP's released the Note Assistant, it's not so difficult to make changes manually anymore.
I personally do not know any way to foretell the impact of a HP application. There're products on the market, like HotPac Analyzer which can, but these are not cheap.
If you can not avoid to import a HP, then apply it to your QA system and test it.
