These reports:
1. most are based on the USTxx tables which must be synced before each meaningful run of the report,
1b. Some of the reorts need OSS notes applied to fix,
2. Will only tell you which Tcode they can START, not finish
3. Does not Consider impact of "combined" access ( more thatn one role on a user) has on execution ability of the user

I would use the information path on OPF0 rather than the SUIM report...
THe path is INFORMATION->OVERVIEW->Users Select auth object S_TCODE and enter the tcode ( case sensitive). 2 and 3 above still apply.
You would have to write your own code to really assess what a user can run
