Lock Down Default Layout Setting in ME51N (create purchase requisition)

Hello:

Recently, an end user attempt to save a personal setting, screen layout in ME51N (creating a purchase requisition). Mistakenly, he simply clicked without un-checking the 'default setting' check box and checking off 'user-specific.' As you can imagine, his settings affected the entire organization.

Does anyone know a way to lock this option down so that the only option is to save 'user-specific'?
