S_PROGRAM only controls is a user can "SUBMIT" a report ( the submit can be call transaction, SUBMIT command, etc.) in VA01 only report RVKUSTA1 is submitted. SAP anly checks for S_PROGRAM on a submit is the value on the auth group of the program is not blank....
SO unless you can find a user exit, Business partner function, or the the Auth check in the code you cannot control it.
