Structural authorizations and partner functions

We are having some issues with structural authorizations and partner functions (which appear in QM01, QM02, VA01, VA02, among other transactions). We have our structural authorizations set up so managers and supervisors can approve time and see HR information for just their employees. This presents a problem with partner functions, however, if a manager needs to put in an employee outside of his organization into the partner function for creating a sales order, as it doesn't work. We turned off structural authorization in the meantime so that business can
continue, but we want to put structural authorization back on and allow partner functions to work as well. Keeping structural authorization off and modifying the HR authorization objects will become a maintenance nightmare later on.

Have any of you come across this problem? What have you done to fix it? Any ideas?
