Purchase requisitions without receipt/requirement element

Has anyone else experienced this problem of the location heuristic in SNP creating requisition without an element number.
This is causing problems with CIF as requisitions without a number will not transfer to R/3.
If the requisitions are created in PP/DS unique numbers are assigned correctly, any ideas?
