Livecache Question: why is dataspace less than data area of all devspaces?

Hi,
We are running APO3.0 and livecache 7.2.5 build 7. In the livecache, though the size of data area in the livecache configuration is around 23GB, the total dataspace in the devspace statistics is only around 11.8GB. Also, when we add a data devspace, only 55%(approx.) of the value of the devspace is shown as the free space.
Why is there a difference in the sizes of data area and data space? Why is only only around 55% of devspace added is being released? Is this also dependent on any parameters that take up some space? Or there is anything wrong in the setup to be suspected? Thanks in advance for answering my question.
