command doesn't apply to a resource

Hello everyone,

I have a problem with sap portal. I added a command to a resource renderer and it doesn't display the window properly in the portal. It's inactive. This same command works properly for another resource. I'm new to sap portal and i can't figure out why it doesn't work. I hope i'm clear enough.
