Req Release Procedures

I have set up the Req release procedure without classification. Is there a way to authorize specific users to the release codes or do I have to use Workflow in the release with classification?

Create a profile assign to the user.
within the profile fill in 'release code in purchase requisition'. This is the release code. Use an asterisk and they can have acess to all the rel codes.
