Release Strategies

Dear Guru's

We have implemented 2 Release Strategies.

Release 1: > 2000 (Value Greater than 2000)
Levels are:
1) Initiator
2) Store
3) Procurement Mgr (he enters the correct value of PR)
4) Head of Procurement

Release 2: < 2001 (Value Less than 2000)
1) Initiator
2) Store
3) Procurement Mgr (he enters the purchasing value of PR)

Now the prblm is sometimes users has created PR with the wrong value/ or price is exceed from 1900 to 2200.
In this situation release is triggered again. And the approvals are reset. We want the approval level should
restrict to Initiator and Store. Is there any solution ??
