Cancel business completion issue

We are experiencing a problem when cancelling business completion. When we cancel the business completion on a work order and return the status to TECO, the order automatically changes back to CLSD after approx. 10 seconds. It is automatically changed by user WF-Batch back to business complete. From what I've seen, this user is linked to workflow but we don't use workflow. The odd part is that a few work orders can be changed back to TECO and saved but the majority automatically revert back to CLSD status. I don't see anything different on the few that allow the status to be changed back to TECO. Any thoughts on why this would be happening?

If its not workflow, then check your user-exits/BADIs
