Manipulating Planner messages

We are faced with the challenge of manipulating planner messages so that our true intentions are being communicated to a supplier via an internet interface. The issue we are faced with is that we are getting SAP Planner messages which don't necessarily communicate an accurate picture. For example, we are getting PO pull in messages for PO's which are only covering safety stock. Although it is important to replenish safety stock in a timely manner it is not as important as satisfying actual demand which may be about to go past due. We don't want to consume our suppliers’ limited capacity building materials which will arrive and set un-used in inventory rather than covering demand for which replenishment is truly critical such as a spike in demand or a hump in future requirements. Has anyone else encountered this issue? If we use a bolt on product such as Dream Weaver to extract the information the way we want to present it?
