SNP & Modelling Manpower Capacity

Does anyone have any experience of modelling manpower capacity within APO SNP ?
We want to set up our PPMs to match production resource capacity but our true limitation is manpower ... so even though from a resource point of view we have plenty of capacity, we cannot fully utilise that capacity without an increase in manpower. I'm looking for good ideas to limit utilisation without impacting the true production capacity if there were no manpower limitations.
