Unable to create backend authorization role

I have successfully distributed Portal Roles to the Backend (CRM). However, when I tried creating authorization roles in the backend using Tcode WP3R, I received MSG: No Matching Data Found.

Question! What is causing the roles not to be displayed in the backend?
