production order with multiple operations vs 2 prod. orders

I have the following case: in the first production step, we produce material 1 which is printed on 1 side on the machine.
After this, the material comes on stock for a limited time. The, it is switched and the second side is printed.

I am not sure what the best approach would be here: 2 different production orders or 1 production order with 2 operations or a collective order.

We work with basic SAP PP in ECC 6.0

What is the duration of each step, and the waiting period? Is there any use of material after just the first step and not the second? If the second answer is NO, then preferable to keep it in one production order. There is no hard and fast way to decide though.

There is no waiting time and the 'in-between' product will not be used for other purposes so I guess the best approach is to have 1 order with 2 operations as you are suggesting.
