Help with Planning Strategy for Assemble to Order

My client has an assemble to order scenario where they forecast an item so they can plan for the purchase of raw materials but don’t create process orders to manufacture the main item until they get an order. They set this up using planning strategy 52 and requirements type VSE. What they just realized is that strategy 52 ignores the current stock of the material so that the planning for the forecasted items ignores any existing stock. This is causing them to over order raw materials.

I’ve not done a lot of work in this area so am going to start looking through the documentation but in the meantime can anyone suggest a strategy that only proposes a planned order for the end item when an order is received but considers the current stock when planning future production? What I mean is if I have 100 in stock and a forecast of 100 but no orders don’t plan to produce an additional 100.
