System Status (R)

Greetings folks,
We have created a user status that is not reacting the way we think it should (we could be wrong).

Background:
A project is created to collect the costs associated with the creation of a quotation. At this point there is no SAP sales document (the quotation will be generated in an external system).
When we are relatively confident that we will win the contract, we will begin procuring materials (if we do not win the contract, we can use the materials on other projects).
Materials begin to arrive and are received into project stock.
We want to ensure that we CANNOT deliver/issue any material until a SAP sales order is created and account assigned to the project (if the materials are delivered to the project sight and we do not win the contract, the customer tends to forget that material was delivered). When the contract is won, we can begin delivering/issueing material.

We created a user status (OK02) that would be defaulted to not allow the business transaction "Create delivery".
This did not stop the creation of a delivery (CNS0).
We assigned the user status to ALL levels of the project.
This did not stop the creation of a delivery (CNS0).
We changed the user status to not allow ANYTHING.
This did not stop the creation of a delivery (CNS0).

Upon review of the business processes of the various levels of the project to which the user status was assigned, the user status shows "Tran. Not Allowed" but the systems status (REL) shows "Transact Allowd".

Is the system status over-riding the user status?
If yes, is there a way to stop this?
We are open to suggestions if somebody knows of some other method to control this scenario.

1. You should set this user status on activity, not WBS.
2. Error appears when you press "good issue" in transaction outbound delivery and not in CNS0.

Greetings Mr. (Ms.? Miss?) Greed,

We had actually set the user status at every level of the project (including activites) without the desired results.

In our process, the project manager will perform the CNS0 and a warehouse person will perform the GI. If the CNS0 is allowed, the project manager will proceed thinking he/she is going to get the required material. The project manager will go out to the job sight and proceed to throw a conniption/tantrum/hissy-fit and hold his breath until the material arrives (fun to watch but the client seems to have an issue laying on the ground and stomping ones feet).
