Performanced based strategy plans order lead time

I have a performance based strategy plan with 4 maintenace items as follows:

250h Engine oil sample
500h service unit
1000h service unit
2000h service unit

I would like to have the orders generate at least 21 days in advance of required work. The equipment runs 22 hours per day, so a 250h order is generated every 11 days. If the call horizon is set for 0%, then at most, each order is generated 11 days in advance...even the 2000h PM. If I drop the 250h item from the plan, I can get 22 days (500/22h), but then I am dealing with two separate plans that will eventually get out of sync if I am using 100% Shift factors for late and early completion. I would prefer to leave all 4 items on the same plan if there is a way to get the orders generating 21 days in advance.
Any guidance would be appreciated.

I ASSUME THE LACK OF REPLIES MEANS IT IS NOT POSSIBLE TO GENERATE THE ORDERS ANY EARLIER THAN THE SHORTEST FREQUENCY WOULD ALLOW.
