Prevent Business Close of PM WO

We want to prevent users from using the Business Close function from the WO and only close with a FICO job that is already running. I'm assuming I need to use the user exit IWO10009, but am looking for what the logic would look like. If not that, does anyone have a better (hopefully easy) way to do prevent the WO from going CLSD?

You can probably use authorisations to do this.
