Release strategy PO for price after tax

Dear Experts,

I want to ask, value in release strategy PO is value material after tax or value that inputed in field net price (exclude tax) in PO?
for example:
value in release strategy :
rel strat A : 0-100
rel strat B : 101-200
Value net price in PO : 100
Value after tax : 110
If like case above, there is two step for release PO or only one step for release PO ?
If there is a need to approval for price after tax. Can we change it? please advice.

As far as I know, the calculation does not take under consideration the tax.
Actually, you can check it easily in your system, isn't it?
