TO splitting by Picking area

we have a requirment to split Transfer Orders by Picking area. i am able to get TO to split by picking area within the storage type but we want the logic to include all storage types and only split based on different picking areas. any suggestions on how this can be accomplised?

i am seeing alot of comments on user exit mwm00012 but i am not sure if this is the correct direction.
