Payroll / Labor / Wage budgeting

We are looking at the Payroll / Labor / Wage budgeting best practices. Have any one dealt with similar problems,

1. Planning to be done in Hours or $
2. How are wage increases handled
3. How are bonuses handled
4. How are benifits handled
5. Planning based on Positions or employees?

Any other information you have is truly appreciated.
