Error "No templates could be loaded for MS Excel"

I have created three simple planning layouts for forecast data. I created a separate planning folder for each layout . We created a test user-id to work through all the authorization issue for new users.

When I execute the folders from the test user-id I get a "No templates could be loaded for MS Excel". I can execute the same planning folder from my developer’s user-id (on the same PC) and the planning layouts work fine.

Any help would be appreciated.
