BCS: Task requires locking to all users excl occasional use

Hi,
We'd like to create a flexible upload task in the monitor to be used on irregular occasions.
This task should be locked at all times, unless one super user decides to unlock it for irregular occasions)
ie
1. it should not interfere with normal consolidation activities (including normal users running all other tasks and then locking the monitor)
2. it should be available for unlocking when required by super user

Question 1/3: Anyone done this before?
Question 2/3: Any tips?

NB this task will be used to clear balances from merging Consolidation Units
but because we have not activated Consolidation of Investments we cannot use the Changes in the Consolidation Group task)

Question 3/3: Any alternative ideas to clear balances of units being divested / merged without activating C/I?
