No. There is nothing in SAP for that.
But what you can do is utilize an inspection type 10 on the delivery for these materials. When the delviery is created, the inspection lot is created. In the lot, you can create a qualitative characteristic something like "Valid Customer Cert on File?"
I woudl then use one of two ways to track the cert in your system.
You can use customer classification, class type 011, to add a "certificate" class to the customer. Add a characteristic for each cert the customer is required to have with a YES/NO choice. Make NO the default. Who ever releases the delivery checks this to make sure the cert is available. If the cert is date specific, make teh characteristics a date field. No date, (00/00/0000) indicates no cert. A date in the field represents the expiration date of the cert.
Another option is to have the customer send a copy of the document and you can load it to the document management system. The delivery person checks for it there.
Once the check is completed, the inspection lot is processed and the delivery can be PGI'ed.
