Looking for a way to lock down fields in the customer master that would eliminate the field from the screen or display a data encryption object instead of the real contents of the field. This would be used for compliance to goverenment regulations regarding sensitive data. I.e. In the customer master the name and address for certain government agencies sneeds to be hidden from general users and only those individuals with a need to know can see the data. Is this possible in standard SAP?

Read about TCODE SHD0. You can hide fields.

How would SHD0 work with the netweaver business client, or transaction NWBC? :idea:

The simple answer is it won't.

You will need to engage a developer if you want to apply this to NWBC.

In your situation I would probably look to extending the original functionality of the backend transaction to present sensitive fields to those who are authorised, ensuring that this applied to SAP Gui and NWBC too.
