In my experience, usually all the steps from Design onwards. I would strongly argue that there is the requirement for involvement at least at Analysis onwards but this is often overlooked.

yeah, it is considered so here too, but it would sure save me some work in the build/test phases... oh and the post go-live when users suddenly reemember all those extra little things they used to do
