Org Unit access

I have a business requirement whereby Personnel Admins require HR access to employees within their geographies but outside of their Org Unit. Translated, a person that is in an Org Unit should not see anyone in their Org Unit, but they should be able to maintain records in other Org Units.

Question: How can this be accomplished and what is the best method to be employed?

I am looking into Context Sensitive Auth coupled with ORG Key.
