INVOIC01 not working correctly after upgrade

We are in the process of upgrading from 4.6C to ECC6. When I push an inbound INVOIC01 IDOC into my ECC6 environment it posts as a credit memo instead of an invoice. RIght now I don't populate E1EDK01-BSART or the Action code. I've tried to use WE19 to put RE in BSART and nothing changes, it still posts as a credit. Is there some way I can make INVOIC01 work in ECC6 as it did in 4.6C???
