Error "0 comcation IDoc generated for message type CREMAS

I am working to transfer Vendor Master the data from SAP production system to SAP qulaity system
Followed the below steps. But no idoc got generated. i think i missed some steps in the setup. can some one help me to resolve this issue.

1. Setup the logical system in both send and receiving systems(SALE)
2. Setup RFC connection and test connection was good ( SM59)
3. Setup the ports for in both send and receiving systems (WE21)
4. Matintained the partner profile in in both send and receiving systems (We20)
5. USe BD14 Transaction code to transfer the vendor from SAP Production system to SAP Quality Systems
6. Error "0 communication IDoc(s) generated for message type CREMAS Message no. B1039.
Diagnosis : "The ALE layer has generated 0 communications IDocs for the message type CREMAS"

I found the issue, corrected it and Idocs created in sending system and received to receiving system. Vendor master data transfer was successful.
The issue is i forgot to add the receiver and sender details in distribution model screen ( T code : BD64)
